I have/use a number APCs including (in no particular order)
PB's, Meguiar's (the discountinued citrus based one - can't remember the name and I'm not at home. Good enough that I bought several gallons before it was discontinued.), Simple Green, Awesome (available locally at the Dollar Tree chain), Orange Blast (available locally at many W-M stores),
P21S TAW and the list goes on and on and on
I haven't found a cleaner that was "too strong" for tires. In all of my years, I have never had a tire failure resulting from using too strong of a cleaner. And I lived in the era of white walls.
I agree with Charles and Steve, a moderately stiff tire brush is essential for getting tires their cleanest.
