This isn't something that is limited to Calgary or even Canada for that matter.
The following was taken from an state environmental site. It concerns the U.S. federal regulations.
At the federal level the Federal Water Reclamation Act has made home/driveway washing illegal. According to that act, no American citizen anywhere has the legal right to generate wash effluent that will drain to the storm sewers. By law, however, it is okay to wash cars on the grass.
It is going to become a problem for all of us and an absolute nightmare for the mobil detailer. There is already a big business in reclamation mats for the mobil guys. They have to trap and reclaim all their waste water.
Sooner or later, it will affect most all of us.
Good or bad, I don't really know. I do know we have done a pretty bad job of taking care of the environment and I was certainly one that contributed my share.
