How do you fix a busted clear coat?

This 1996 Lexus SC400 I got some weeks ago has an almost nonexistent clear coat on the roof, hood, and trunk. The paint in these areas is real dull...

The car has OEM paint. It's a very dark blue and it looks ****ING FANTASTIC (from the places that still have a very good clearcoat).

This car was actually repainted at the dealer and the job is very well done, but the previous owner had the car parked for months at a time under a tree and that tree sap/chemical KILLED the clear coat.

Is there a way to give the whole paint some type of restoration without actually having to repaint it? Like some sort of sanding treatment? Has anyone ever done this? Any links for reference?

When I put Meguire's Wax or Turtle Wax ICE Liquid Polish it looks pretty damn good, but does not last too much.

I would give you guys some pictures, but the car is with the mechanic.

I guess I'm also a little unclear on the status of the paint. When you say the vehicle has been repainted is it a clear coat paint job? Is it clear coat failure or just oxidation? The first there is no repair that I'm aware of, the latter may be an easy fix with something like a chemical (vs abrasive) cleaner/polish product.

I will try to get some pics. The clear coat must've been eaten up by the tree sap chemical that fell from the tree that the car was sitting under for so long. It was a clear coat paint job.

Like the others have said with out some close up pictures it is impossible to say.
I can tell you this much if the clear coat is shot no polish or wax will help only a repaint will fix it.
